mmm....I live in MA and it was my local dealer who inspected my bike after THEY installed my aftermarket pipes, and will inspect in next year and they are the ones who installed my side mount plate....should be interesting.
I would *NOT* have a sideways mounted license plate in MA. It is flat out illegal. This means any shop that passes you for inspectin can be fined, any cop can pull you over and then check anything else. This is a moving violation so it's points and extra bucks on your insurance etc etc.....
Is it worth all that?
Somebody needs to invent a "rotating plate", so if you get pulled over, you just press a button and the tag turns horizontal. That would keep them scratching their noggins.
Ok, I lived in NH for the first 24 years of my life. When I was in HS, I put some duct tape over the Live Free or Die state motto on my plate (just to see what would happen). A cop pulled me over a few days later, and told me I had to take it off. I asked why. He told me it was illegal. I then proceeded to ask him if he wanted me to die. He said no, and asked why I asked him that. I explained that if I couldn't cover that up, then how was I living free? He didn't seem to like that all too much, and proceeded to write me a ticket. I believe that's the day I learned to keep my mouth shut in front of authority figures...
Being from NH, I understand your frustration with all of the inspection crap they have...What I used to do is go to one of the smaller shops, give them an extra $10 or $20, and they'd pass me...If they asked me if I knew something was illegal that they were inspecting, I would just tell them that when/if I got pulled over, it was put on AFTER the inspection was done. The cops can't fine them then...I'd take the hit. If it meant a few dollars out of my pocket to pay a ticket, oh well. I never got stopped for anything like that though...

They can't do that any more (or at least shouldn't) - it's been to the State Supreme Court and they ruled it's your plate based on a case just like yours (covering up the Live Free Or Die), and as long as you don't deface/cover the registration ID or stickers in the corners, it's OK. On my hot rod it has Street Rod plates and just above the Street Rod lettering I added "Not A" in matching lettering and color ('cuz it ain't no street rod - it's a hot rod), and ID tag is HTRD so I added very small little o's between the H and T and the R and D. Never been a problem and lots of cops have followed me or even pulled in behind me in a parking area to admire the roadster. One even asked "The state do that for you?" I just sorta changed the subject real fast!
As for smoked signal lenses (front or rear) - I believe them to be OK as dealer installed mine before delivery, plus NH doen't require turn signals on bikes so how can they fail you for something you don't legally need?? I checked the on-line state website and no mention of turn signals. Dealer may be blowing smoke or just overly cautious on that point as you related to me in an email that they just got busted recently for non-legal inspections. Go the indy route as suggested. Heck, most shops don't keep track of all the picky little laws, and neither do the local cops. But the vertical side mount plate is a definite NO-NO in NH (and other states) - has to be horizontal like on the Nightster - guess the cops in NH can't read sideways - LOL!
I'm licensed to do State inspections in NH, so I have some experience here. First, in defense of annual safety inspections, I believe that they've probably saved many more people than they have harmed. I can't tell you how many cars I've looked at that had ball-joints or tie-rods that were a few miles away from coming apart. Yes you should be smart enough to have your car or bike checked out, but the dumb ones share the same roads with us.
Anyway...the NH State inspection rules for bikes are not particularly strict and are open for interpretation. There's nothing in the book that says"no smoked signals" for example. It does say that it must illuminate red or amber, so if you've got a red or amber bulb in there you should be good to go.If you found someone who is going to fail your bike for installingsmoked turn signals then you found someone who is being rediculously over-reactive. Go elsewhere.
License plates must be vertical and right side up BTW.
Maybe the ONLY reason I'm glad to be in ND now...NO vehicle inspections! After being in NH so long, it's a weird feeling just to register the cars & bike and not have to worry about the dreaded inspection...or should I say, the money the fixes for the inspection would be. Yes, I do have my vehicles checked out when I feel something's not right. Anywaaaaay, good luck man!

This is what I've been able to find in reference to inspections of motorcycles in MA. It does not state that the plate needs to be mounted in the horizontal:
540 CMR 4.06 Procedures for the safety inspection of motorcycles:
(a) The number plate must be undamaged, securely mounted on the rear of the motorcycle, clean and clearly visible. No accessory mounted on the motorcycle may interfere with a clear view of the number plate. Any decorative number plate or number plate replica not issued by the Registry of Motor Vehicles for the motorcycle being inspected on which appears the word "Massachusetts" must be removed from the motorcycle.
