This question probably belongs in one of the more general forums, but here goes...
Buy the same waist size as your pants. Don't go bigger.
Don't get chaps with the zippers on the back unless you're from San Francisco. I probably won't mar your seat, but it may mar your rep.
A good source with good prices is Cycle Gear. It looks like you're in B-More... I'll be there's a CG store not too far from you.
Definitely go someplace where you can try them on and have them shortened. We have a large leather shop here in town (Open Road Leathers) and they can alter them once you have decided on the pair you want. I would buy them a little snug as they have a tendency to stretch out after you've worn them for about a month.

Sorry I live in the Uk I thought chaps only came as part of the H.O.G mebership pack as they are the only people you will ever see wearing them here. Everyone else on a harley/cruiser wears jeans either leather or denim. WHislt I admit chaps look good over a pair fo skin tight jeans on a girl I can never shake the YMCA/Blue Oyster bar image out of My head when I see men wearing them.
