The internal throttles only use one cable. Return cable isn't used, nor is it really needed except to satisfy the gooberment because a very few people refused to take responsibility for maintaining their rides.
Original OEM internal throttle used a solid wire, similar to an old lawn mower choke cable. The carbs had no springs to return to idle; carb butterfly stayed where you put the throttle.

yah, installed it all myself, kind of a pain, the reservoirs are hidden in the bars (switched the cable actuated clutch to hydraulic) and had to redo the wiring, the controls came with everything, just had to make the switch, the wiring was a bit tedious, in part- the turn signal mirrors were tricky- h-d color codes them the same as a couple other controls so had to sort that out.
it's a custom cycle controls climax system, as shred4202 noticed. it's all super high quality gear and works awesome!
will say that the internal wiring for stock controls was tricky. but can be done.
prob is that if the wires come right out of the switch and into the bar, they will then hit the throttle housing.
i machined the master cylinder mount so the wires acually are behind the m/c and enter the bar in a hole behind the m/c clamp.
wish i took pics, kinda hard to explain if youre not familar with it but i most certainly can be done
