Before you go off and drill holes in kickstand and try to shim that way... I'd zip tie the metal on there and see how the angle is and if it will work. Then maybe drill and screw, or even better, glue that sucker on

I'd be leary on making the stand taller, or putting a longer one on for stability reasons. Consider installing a center stand. Thiers a few companies that make a kit that will bolt onto a dyna. They're not cheap though.
If she has a hard time just getting the bike up off the side stand I really doubt she'd be able to put the bike on a center stand. Maybe I'm stupid but I've never been good with center stands. Must just not have the technique.
I was looking at my Street Bob and I thought it leaned over a bit too much also.
It's an 09 and even looking at the picture it does lean over some.

You could probably do it with a couple of washers under the left side of the mount. Just be careful that you don't stand the bike up so straight that it gets tippy.
