It's entirely possible that the dealer might have underfilled it, but it's not common. Usually they just dump a whole quart in there, and that would make it a bit overfull, not under.
Did the bike come with an owners manual? If so it'll tell you how much oil your primary takes. If not buy a service manual. It'll also tell you what you need to know and will come in handy if you decide to do any of your own work in the future. As for which oil to run in the primary, I'm not even going to start that debate.

Thanks Joe. i dont think the dealer sis anything to the primary otherwise they would have listed it on the invoice. got all the manuals and am ready to go. monday am im off to harley to pick up what i need.
