Painting your handlebars is'nt really a good idea,scratches easy later on and rubs off after cleaning them over and over..they take some chit believe it or not..bite the bullet and get them powdered,it's durable and tuff stuff,had mine done along with a bunch of other stuff at the same time and was cheap.
The glued grip..if its rubber,take the controls off then slide a thin screw driver between the grip and handlebar,squirt some WD40 in there and twist it loose.when you put it back on later spray some hair laquer from the gf/wife on the bar where the grip goes and slide it back on..then leave to cure..done that loads of times with mountain bike grips..sticks like chit to a blanket...
If all else fails, you can buy the bars and take it to a local INDY or HD dealer and let them deal with the grip issue. I know mine were glued on, but somehow, my dealer got them off and back on when they installed my new chrome bar.......OR.......maybe you might want to look at Harley's new "Black Diamond" line of Grips........to go with your black bars....... here's a link

it's pretty easy to take everything off and remove the bars. get a manual for your bike, it's a necessity. i'd also recommend having joe powdercoat them or buy new bars. everyone's here to help.
if the grips are the kury iso grips you can buy new liners for ten bucks i just got two new liners that is the whole inner rubber and they even gave me more glue
