Unless there is something different about Softails, yes, it has been on all EFI bikes, it may not be active on some unless you have had the stage 1 download.
Stage 1 download? I have the PCV installed does that count?
I'm really not familiar with the PCV but the ECM does have the ability to shut off the rear cylinder. A quick check with your dealer service department can tell you if it is enabled.
My 06 with the Fuel Pak does this. The first time I heard it over a year ago it alarmed me. Now I wish it would idle that low all the time. Sounds better.

if your bike is equiped with a eitms sensor that is a good thing.what it does is if the engine gets hot the rear cylinder will get less spark and the cylinder will stay cooler and the rpm will come up a little and the bike almost sounds like a 2 stroke.If you nudge the throttle it will go back to normal for a few seconds then back to 1 cyl.This is usually put on 96 cu.in and larger but Ive seen it on smaller.I changed my exhaust on my 09 fatboy to black shortys from samson and the dealer suggested I have the eitms installed.$210 includeing labor.The bike sounds good and doesnt spit fuel out the filter and evened out the tone.It starts easier too.The first time I heard the engine pitch change I thought I lost a spark plug wire.I also picked up a few more miles to the gallon.Hope this helps
