Belt gaurds need to be open somewhat just in case something does get by them it has a way out. They will only REDUCE the chances of something getting up in there.
With that said, my Sportster has them off, my Dyna has them on. Never had a problem on the Sportster. I kind of like them on my Dyna (but like that mod where the lower was cut down some). I had to be different though so I punched a bunch of holes in my upper one with a unibit.
I've had mine off for about 3 years and 20k miles with no problems although on trips that require my throw over bags I put the top one on to keep the bag off the belt.
leave it on. if you take it off you could die in a freak bell bottom sucked into drive belt rider ripped off and ran over by a mini cooper. better safe than sorry.
