looks like you have some rust there but not bad yet.try to stop the rust.if you sit on the bike and swing the handle bars slow from one side to the other do you feel a dead spot if no thats good.
if you are rideing and hit a pot hole or bump do you get a click sound?no good.any way my dyna dont look like that.i think you need a neck sevice.
