I put on my Fuelmoto intake on yesterday and took off the factory intake backing plate. There is a capped off plug. I just zipped tied it to the back of the new backing plate.
It's the Framiss. It's used to measure the number of times the fuel injectors squirt per millisecond on European specification Harleys. Just zip-tie it out of the way for U.S. specification Harleys.

Err, that's not what it is.
Its the Active Intake Control connector. This is a gizmo fitted to the international model's air cleaner. Its a servo that restricts the air intake at low revs to reduce noise and emissions. It also reduces power and so a lot of us unplug it, stick an eliminator plug in the socket and fit a different air cleaner.

Exactly, just zip tie it out of the way. The stock backing plate had a mount for it.
