When your losing fluid o when you pull them apart. I powdercoated my lowers when I had 1000 miles on the bike and re-used the seals. I was pulling it back apart 2500 miles later.

If it seeps enough to make a drip it's a leak anywere on a Harley. Seep or wetting is simply the seal being lubricated. An inverted fork will leak if the seal is bad. Few Harley models are inverted. Overfilling them or riding hard and fast on rough roads can cause a good seal to seep more. When changing the oil it shoud be replace +/- an ounce or so to spec. Mine does what yours is doing and I know my level is correct. I have 40+ K on them.

It might be an acceptable to you but not me. I bought 2 new bikes [at different times] and they looked like that from day one. Had the seals replaced under warranty and now there is no oil film there whatsoever. Been riding for decades with numerous bikes so I can tell when fork seals are leaking. Yours is leaking. But if you can live with it that's fine. I think either H-D put alot of bad seals in Dynas or I'm extremely unlucky. Probably a little of both.
