Hi,Foxster.I have no vested interest in the Cobra,other than it interests me & i'm definitely not to be confused with an expert,but i do have XIED's & i believe the tech of the Cobra is quite a bit more advanced than the X's,in that it precisely meters the exact amount fuel of the Engine needs by reading the Crank strokes(according to Cobra)where the X's just constantly richen the Mixture(old speak)by lowering the AFR at a fixed rate.
I too have read many positive reviews & a few where users just couldn't get it to work for them.
I don't know if it's a possible substitute for a proper tuner,but a proper tuner also relies on the Tech or User knowing what they're doing,which can be very variable.

I think the bottom line was that some people got lucky and it worked OK out of the box, some had to return it once or twice to get one that suited their bike and some never got it to work well.
Personally I think its over-hyped. It won't be a substitute for a proper tuner and, because it has no computer interface, if it doesn't work just right then you have no option but to return it. I think you would be better saving a bunch of change and just fit some Xieds.
