OK, I'm not sure of this clip of which you speak.

 

If you are talking about your '96 Dyna prob has screw in cables if it is early year model at hand throttle and the smaller one closest to rider is the idle cable , I am doing the same replacement on my "95 Dyna LR tomorrow , might I suggest if ya can afford it replace both cables at the same time they seem to wear and stretch equally !you can get them from J&P for about $25 each .

I would put the idle cable back functioning. IMO it would not be wise to delete it just in case the bike threw you off and continued to roll on at top speed.
