Or try superglue ...maybe some duct tape.
They even sell colored duct tape if you want to add some flare.
If that doesn't work, just go ahead and weld the handlebars to the risers and then weld the risers to the tree. Just weld everything to be safe!

I had Wild1 Chubbies in 14" that slipped and also worked on 16" ebay special. The HD stock risers are crap. Even torued to spec, they wont hold and easily strips when you overtorque. Emery cloth works every time. Or spend some bucks on some good risers.
Why would anyone sell their bike when a simple $1 fix will make it right.
