fuel pump ground wire

Default fuel pump ground wire

In changing my fuel filter (`09 RG) I noticed a ground wire that doesn`t seem to connect to anything. It is next to the fuel filler neck. Any clue to it`s purpose? I would think it might have to do with static charge but don`t understand how it works without direct contact to anything. It is a single black wire opposite the fuel pump plug and they are removed when changing the filter. I am regarding the filler neck as a non-conductor being it`s plastic.

I think that it is supposed to be held in place by the retainer clip. It bridges the gap between the filter shell and the top plate that would otherwise be isolated by the o-ring.

Guess my wording led to misinterpretation. The wire branches off the main plug at the fuel pump. Then it anchors into a spot next to the filler neck. When removing the fuel pump assembly to change the F/F the plug and ground wire are removed from their respective spots to facilitate replacement of F/F. The black wire doesnt touch anything but the plastic. Must have to do with preventing a static spark when filling tank with fuel?
