Measuring 14.4 - 14.8 vdc (bike fast idle @ 2k) from pos battery terminal to ground is ideal and confirms that your charging system is functional. However, the VDC should not rise above this value as RPM are increased. The rectifier/regulator has a hard wired ZENER that prevents any additional rise - excess is shunted to ground and produces heat, the reason for cooling fins.
