Yes... stock passing lamps. Looking at the wiring diagrams... it looks like the blue and black wires are for passing lamps. This seems to be an accessory plug for something else .
Cut it off and put in your own male and female plug.

The bike has a P&A connector under the left side cover, it can supply switched or unswitched power, whichever you want depending on which wires you connect to.
You make up a Molex MX-150 (gray) connector with the wires at the appropriate location in the connector, run the wires up to where ever you want. The power can be controlled by the ignition switch or by the switch on the back of the fork tin.
Ok.... it looks like it is the front fender tip lamp connector. Diagram has it as connector 32A. If I could source the Male half of this plug I could make up a short lead(12") rather than running all the way from the left side panel accessory location.
Look about 6'' back from your headlight plug for a orange wire with a white stripe and a black wire ( they should have a blade connector on them ). Orange will be positive and black will be negative, they are a switched power supply.....
