starter won't turn engine over

Sorry, I had to wait until a part came in. I install a direct starter button and the starter engages as it should and cranks the engine. witch leads me to the same but different problem. If I know the battery is good. 310 cca. and I know that the relay is good and I have 12.69 volts on the solenoid trigger switch wire and the rocker switches on the handlebars engages the starter then why is the starter doing the same thing using the handlebar switches and working proper using the direct starter button. let me add that the starter stays out over the fly wheel when using the handle bar switches and goes back in as it should when using the push button switch. I installed another starter and solenoid and that makes 3 and another battery that makes 2

When you check the voltage at relay terminal 30 and 87, you must check it while the circuit is under load (the wire must be connected at the solenoid and at the relay, starter button pressed).
The same applies when checking the voltage that triggers the relay, it must be under load, no wire disconnected (terminals 85-86).
