Remove the headlamp from the shell (leave the connector plugged onto the lamp), check the voltage of the white wire inside the connector (hi beam switched on of course).
What is the voltage?

Hey all. Thanks for the reply! So I checked the wire behind the lamp with my meter and it is getting 12v. The dash also indicates the high beams are on.
Also forgot to mention when I turn on the brights I have zero lights at all.

Sounds like there's no power for the high beam inside the lamp fitting.
The passing lights should work in low beam mode only.

Sounds like you have a grounding issue with you light wiring some where if you have 12V to the bulbs.
I’m confused. Put your meter between the black wire and the yellow wire, and turn on only the low beam, and you should get 12v or a bit more. Then check between the white and black, still only in low beam, and you should get 0. Then without moving the meter turn On the high beams and you should get 12 volts.
