I'm installing a Andrews camshaft conversion, going to hydraulic cam chain tensioners on my "04 RK 95". while I'm apart should I add the Baisley Spring with the polished plunger to the '07 & up cam plate?
Not necessary; the upgraded pump is more than adequate. I would advise that you pull the relief valve from the new cam plate; they have been known to stick from the factory. Take it out and polish it up with a Scotchbrite pad or some fine steel wool and make sure it moves freely in the bore before installing the cam plate.

Additionally, the HD vtwin oiling system is not a pressure based system but a volume based system; scavenging and flow are what's important; pressure, not so much. Early TC88s used to idle at 2-3 psi; sometimes the pressure light would even blink on and off; they would do that for 100K miles.

Pressure is resistance to flow. It is precisely the reason quoted above that I chose not to go the Baisley route.

The early 99-06 plate can use the spring or shim, but those conversion set-ups and the 07-up do not need them, and can actually create havoc.

The pump you are running (PN 26037-06) is an upgrade in scavenging and capacity from the earlier pumps. There is an upgrade pump from the -06 pump (PN 6240001) which is said to increase oil supply by 23% and scavenging by 50% more than the '99-'05 pump and is said to increase the flow by 8% and scavenging by 22% when compared to the 25037-06 pump.
So, if you think the 8% increase in flow and the 22% increase in scavenging is worth the $135 or so cost, then you have answered the question. However, there is a better question and that is do you NEED that increase in flow and scavenging. I think not but that's your call.
If you are changing cams, don't forget to change/upgrade the inner cam bearings.
