At the carb? You see the initial squirt when you turn the throttle? As Rip stated plugs show build up from non burn, they should be a dry cream color. Appears to be flooding to me, but I'm not there. Carb rebuild is cheap and easy. Also just me, I replace vacuum petcocks with non-vacuum types.
Pull your vacuum hose off the petcock and make sure no fuel is in it. Its best to check the vacuum with a hand vacuum pump.
But in a pinch, put a hose on it and suck till it holds your tongue. It can actually work with a small leak. But if it leaks, it will pull excess raw fuel into engine
Not sure when but late model Carburetor Harleys have a dual diaphragm system like most metrics.
I would check it. You really need to leave that safety feature on there. Especially old Harleys with leaky float seats.
Judging by those plugs it's way too rich, wouldn't take much to flood it that way. That's serious soot fouling and the gaps looks a bit big, what are they running ?
