It looks like the condom to me too. Strange.
Bring the head over & it's a quick fix.

Looking at the head gasket seat on the surface of the head, you weren't doing something like putting O rings on the head to cylinder dowels?

Your cylinder studs look back asswards also...

Marks from the HG seem to disappear near the dowel.. That other mark near the dowel is curious..

What do you mean by the cylinder studs looking back asswards? They are the originals. Only used the cometic gasket for the head gasket, no o-rings.

That curious looking stuff was some white powder residue, not sure about that. It wiped right off.

When the bike is running I can hear the timing is off, some white smoke from the exhaust, and when I close the choke she sputters and dies. This is the first start or starts on a complete motor rebuild. Can the timing be adjusted while the motor is running?
Any advice appreciated and thanks in advance?

Your slow jet might be plugged.

Most likely from running it too long with the enrichener on.

Turn off your accelerator pump before making carb adjustments.

Brand spanking new carb and checked them just in case, all good on the jets.

Yes that's what others said too. Thanks
