Appreciate all the responses everyone. I've identified the path which will allow me to ride this season with nothing but a weekend of downtime:
Purchasing a set of used (6k miles) liquid cooled 103" heads and sending them out to be re-worked. Going to run with a TW-777 set of cams (including new bearing), Jackpot 2-1 exhaust, and Ness Velocity air cleaner. With a good dyno tune, should get me to 111hp/125tq. That gets me through this riding season with minimal downtime.
This winter I'll look at doing the 117" kit and then hopefully(?) be done.

if he wants a street hopper then hd is NOT a good choice.
back in the day when two stokes ruled the streets, displacement was a bust, shoot had a friend with a yamaha twinjet 100 that would pull 120 mph and fly around the hd. even my suzuki b100p would pull to 80 and that wasn't lying flat across the tank. hd is not a sports bike and does not perform like one either.
as far as stunt, i know plenty who can pull the wheel to the moon even with a bagger but keeping it there even with body english is bearish to say the least.
not to say hd cannot get there, just not practical. i run stealth and if you do not know hd, you would not guess what mine is and i badge it an 883 and that is my story, surprises some rice on top end but getting there is ruled by rice.
If things fall through… just a little dremmel work around the seat around the valve guide, clean up the port from flashing with a 60 grit cartridge roll, bolt the intake on and clean it up too.. then send the heads for a really good valve job. Set your springs up as light as is safe with the cam and your 90% of what a top tier head Porter is going to get you. Shure at the exhaust bend you could mildly flatten the turn to the classic “D” shape floor, but truthfully in real world ET times you’d be surprised how little good verses basic head porting shows up on your slips.
This has been my experiance trying it many different ways. Is fully ported by a pro better… yep. Will you know on the street, probably not. Mist of it really is in just cleaning it up and texturing it, then a “good” valve job. Buddy of mine running mid tens with his street riden 130 tire FXR saw zero difference in his stock Ultima heads with good valve job verses his fully ported and worked by a top name pro heads… zero difference in his time slips… zero.

perfect recipe to screw up a valuable set of 110 heads
Either Zippers or Hillside. Going to talk with each one and then decide which one to use.
It would be best to get advice on cam selection from whoever does the heads. 777s not ideal with the compression youll have, 103 wet heads are only around 83ccs. CR595 would be good
