Absolutely....must have been a clearance issue already present.
You could use some tie down straps to fully compress the front end and see if anything hits, but I don't think that's where your problem is. My money is on some chunk of road debris getting flung up.
Also, give that rotor a good once over and make sure nothing spinning broke loose.
Not sure what's worse the sticker on that beautiful front end or the damage.
There is something that you can install, it maybe called an inspection sticker holder. I see all the NY and PA guys use those in conjunction with their license plates.
