If it sumped after only sitting a week, then fiddling with the check ball is probably in order. At a minimum, take it apart and clean it. If there's some oil in the tank, crank it. Sometimes, if I suspect mine is sumped, I'll start it, run it for 10-15 seconds, stop it, repeat a few times. And always with an oil catch pan under the bike. Like almost everyone else on here with a "bottom breather," my vent is routed to under the bike.
It has been sitting for over a month. The carburetor issue was going on so I couldn’t go anywhere with it, then they tried stealing it and I spent a couple weeks trying to get a stock replacement ignition. I was looking last night, but couldn’t find any threads about routing the vent under the bike. Am I just missing it, or is there not one?

Just run the hose that's going to the air cleaner down and zip tie it onto something. Some of us put a little filter on the end, some don't bother.
If it sumped after a month, I wouldn't worry about it. Sometimes they will sump and sometimes they won't. I opened the box on my bike at the dealer. That is, owned it since new. I used to sail, and after being gone for up to six months, it would almost always, but not always, sump.
There is minimal oil still in the tank, not even enough to wet the dipstick. I can see the oil using a flashlight, but if it won’t even show up on the dipstick, is that enough?
Yes it is because you will be pumping some oil back to the tank at the same time it's leaking out the breather.
If you put too much oil in the tank then it will overflow when the extra oil from the crank case starts returning to the tank.
Another way to do this is fill the tank with oil then disconnect the return line that goes from the oil filter to the oil tank and run that to a drain pan and finally start the motor and let it run until you get clean oil coming out of the return line.
You disconnect the line at the oil tank.

So no more oil is coming out of the breather and I put a little more in (apparently after running it the other day, oil somehow got back in the tank. Went from empty dipstick to only lacking halfway to the line)!!!
My only concern is that it still sounds a little off. When we put it back together, my brother sat the air fuel mix screw at 2 1/4, before the rebuild it was at 1 1/2. Should I turn it down a little more? I guess I’m asking what the best way to dial in the air/fuel mix is lol

I believe I previously stated that the petcock doesn’t have a vacuum on it. I was lookin all over today, and it also appears the VOES is not on the bike either. So both vacuum lines are now just plugged off. Should I do anything about either issue? Will not having a VOES impact the bike? I know it has a screaming eagle ignition on it. So i don’t know if that matters on that subject as well. Thank you all for your help today!

That is normal because at the same time you are getting oil out the breather the oil pump is also pumping oil back to the tank.
For this reason always run the motor for a few minutes before changing the oil.
If you don't have an AFR meter then looking at the plugs is the best way to dial in the air/fuel mix.

If you aren't using either vacuum line then plug it off at the source and remove it.
If someone set up your bike to run without a VOES then you are fine.
So I pulled the plugs, and they were covered in black “soot”. I was able to clean it off with my finger for the most part, but I am going to attach a a couple pictures. Keep in mind these are almost new. I changed them about a month before I started having problems. I just got a service manual today, so I had a nice long look over it. Last night it was still running better with more choke. So I think I am going to replace my spark plugs and turn the air down a bit and see how that goes. Logical, yeah?

If your plugs are sooty then I'd turn down the fuel not the air.
