It does not matter what the brakes are doing/not doing, or what the cause is, a bike that has sat for a long time needs everything brake wise rebuilt/replaced.
Unless you depend on Flintstone brakes.
I also agree that as you have a problem, strip and overhaul the entire system, inside and out, starting with the master cylinder. Remember also to clean and lubricate related parts, such as the pedal etc. I have had a rear master cylinder get so bad the interior cylinder bore was badly corroded, needing replacement, so check closely.
my 85 had that problem with the brakes dragging. there's a very small hole in the master cylinder that was plugged up. I had to remove the brass fittings to get to it. I blew it out with the compressor and everything has been fine since.
When the pads wear the piston will get stuck, happen to me in the rain on a gravel road they didn't look too bad. Rebuilt the master for good luck as well.
I have parts on the way. I'm going to rebuild all of it and go from there. This evening on my way home, I didn't even touch the rear brake, and it still seized. I had to vent the caliper twice in 15 miles. I should have the parts tomorrow. Hopefully, I'll have some time to work on it.
