All you're doing is locating the block in the right place with the tool or screw, until you can install a couple of the four bolts that hold it down.

You don't need to torque them at all to get it aligned, light hand tight is plenty then install the hold down screws snug then the last two then torque everything down. I do a dab of sealer on the bolts not loctite, that will hold them just as well and not be an issue later when removed again.
