Gah,I fail to see the reasoning to go kickstart only on a bike that came with electric start.
Just to be Joe Cool I guess,probably why the hardtail as well.
I can see having a kicker for a backup incase the e-start fails maybe.
I spent 10 years with a kick only Harley and can't say I miss that kicker at all.
I know having electronic ignition and a kick start things have to be set up perfect or you'll have headaches,good luck with it.

2 - has the electric starter been removed?
3 - what brand carburetor does it have.
After sitting for 4 years it's going to require a good bit of attention, regardless.

I'm not sure about the electric starter , didnt even know it had one . But I guess yes it's removed.
I don't know the brand of carbs. But I posted some pictures in a earlier post . Maby you can see what kind ?

Not big on points, first thing I would do is put a Dyna S ignition or something electronic in there for the ignition. The Dynatek S was kicker friendly.. https://www.dynaonline.com/dyna-s-ig...al-fire-ds6-1/
Also looking at the timing plate appears that your advance is maxed out.. It appears you have too much timing in there.. And as suggested, at the minimum rebuild the carb or just throw an S&S on there.. Evo's always love S&S...
Edit: one more thing, get rid of the champion spark plugs and get NGK bp5es.. also of I remember correctly when running points I believe the gap should be. 028".. Some one correct me if I'm wrong please..

Yes, I agree, timing is probably off. The Dynatek 2K has a mode to set for kick starting, but you need to connect to it with a computer and a programming cable to do it. Points should work fine with kick starting, if the timing is correct. If the timing is advanced, it will toss you over the handlebars. Sometimes when it's not too. Also agree on the carb. It either needs a rebuild or replacement.
Low cranking amps on the battery is not going to do anything for a kick start bike. You should, however, have a way to disable the headlight while you are kicking.
Kick start bikes each have their own procedure to start, especially cold. Like, kick it over twice, then give it a squirt of gas with the accelerator pump, then get it ready and kick it hard. Something like that. My wife's first Sportster was kick start only. She did kick it over once, otherwise I would have to kick it. You kicked and kicked and kicked and it would not start, then when you were mad as hell, ready to kill something or someone, jumped up in the air and came down hard, it would roar to life.
One More thing.. I forgot about those centrifugal advances.. After sitting so long it could be froze to fully advanced.. So you need to pull the points plate and check the centrifugal to make sure that ain't making the timing full advanced..
