Gra,Id have to say the shifter forks wouldnt be the problem.It seems it would miss all the other gears also.
I can say that my 84 FXR has had troublewith the 1-2 shift and the 3-2 shift sence new,and others Ive talked to have had the same problem.Check the oil levels in the tranny and the wet clutch.I would guess a clutch adjustment first and see if it works.I bet Ive bounced the rev limiter 100's of times by shifting into neutural when acellerating into the 1/2 and 2/3 shift.After that all is good.
