It'd be easy to get "into the weeds" on this but I'll offer a recent discovery that may be of help. I disturbed some wires while changing my speedometer recently and the results sound exactly like what you're experiencing. When I lost a good connection, my bike read 10 volts when everything is in perfect order otherwise. I cannot find some of what I'm about to describe in any parts or service manual wiring diagram but mine has what I believe to be grounds that read voltage when disconnected, so they definitely carry a big load.
Find the anti-dive valve for the front forks. It's probably near the left fork between the trees with a hose from the engine guard running to it. (I think they still used that arrangement in '90.) The valve will have 2 wires running into one end that actually operate it. Then look for wires terminating/junctioning on the body of that valve with un-insulated spade connectors. My color vision is bad but possibly brown on one terminal junction and red on a different terminal junction. The brown(s) may have 2 wires on each female connector. If you find something similar to what I described on your bike, clean those terminals and (or replace) the female connectors on the wires.
