Well then, why wouldn't the seller counteroffer
especially if the buyer doesn't know what the seller's version of "wiggle room" is? If someone offered me $2600, I would say, "sorry, I can't let it go for that price, but I will take $3100 cash." What is wrong with that?
Welcome to the wonderful world of sales. Emotion has no place in this world, if you're smart. If you think making a counteroffer to what you consider a "low ball" offer is kissing the buyer's ***, then I don't know what to say to you. Obviously, you've never worked in the sales world, where actual negotiations take place, have you?
