I have heard that the throttle return spring on mikuni carburetors have three settings on them. I cannot get mine to return all the way closed. Does anyone know how to set it a bit more firm?

Can someone explain to me how the fuse box works. I pulled it off and expected to see fuses behind it but it seems it does not come apart. There is a rubber backing on it. Does that need to be removed to get to the fuses? Both my brake light and horn are not working so I figured I would start there.
I dont believe it is the cables. I have tried adjusting them. I have also opened the cables all the way upand manually pushed the throttle open and it does not close by itself. The return spring seems very loose.
