Will the bike run okay without it? Probably. But the correct answer is Yes you do need it. Any change on the exhaust system on the new ECM's throws the fuel/air ratio off and the REMAP adjust it to where it needs to be. Anything more than just slip-ons such as Stage AF or other AF and your also need a tuner.
I learned a long time ago, you're going to get lots of differing answers on that question...My answer? Does YOUR bike need a remap? I don't know, it's YOUR bike and YOUR $$...would MY bike need it? Yes, because it's MY bike and MY $$...

Did you also change the air intake?
If not, you should be ok.
But why do one without the other?
For a correct "Stage one" you will want to do the air cleaner and pipes and remap together.
More air out = more air in = need more fuel.
Our dealers are also strict out here as to what voids warranty.

When I got my 08 the standard answer was you could go up to 1.75s but anything over that required a remap.
I went with the 1.75s. My fiberglass batting burned out within the first 1000 miles or so. Rush didn't offer any explanation for it but sent me free batting replacements.
After that I installed the nighterider ied add on, ($100) which richens the mixture a tad and theoretically makes for a cooler exhaust.
Can't say for sure if there's a connection, only that the exhaust does seem cooler and I haven't had any further problems with the matting burning out. Better tone from the exhaust also.
I may go the full stage one deal this summer. My plan is to buy a FuelMoto Package deal.
