I don't know about bikes, but on cars, they operate based on voltage. Even a barely detectable fluxuation in voltage can cause them to malfunction. I had this problem a LOT on my Dakota R/T.
So it could be a fluxuation in power to it, or it could be something with the TPS itself.
Should be your basic variable resistor. Hook up a voltmeter (or better yet a scope if'n ya got one), and watch the voltage from closed to wide open throttle. Should be a smooth voltage curve with no glitches or dropouts.
Might grab a service manual and verify closed throttle voltage spec, and make sure it's adjusted correctly.

As with most things on your bike, they were supplied by the lowest bidder.
I heard some time ago on this forum that using the wrong attachment hardware for the air cleaner bracket may damage this sensor. Do you have an after market A/C? If you look at the attachment harware that secures the backplate to the throttle body, the threaded part may travel too deep and hit the sensor causing damage. I don't remember what model bike or which A/C kit they were talking about but if that's the case you will damage this sensor every time.
check all your connections and make sure they are tight and dry, i had some electrical probs the other day seems the plastic plug wasn't able to lock closed but i got it to click and problems are all gone road like the wind today and never once did it stutter.
