as far as i know there is no "aligning" of the bars. my guess is one side of your bars are bent. has your bike ever been down? if it has, i bet they lifted it back upright with the handlebars (big no no).
Tell someone that doesn't know any better that...The riser bolts usually need to be loosened and the handle bar clamp loosened also.and straightened and aligned and tightened in the correct order for them to stay lined up...I have fixed many of them over the years...
