Back in the '70's we called garbage wagons the bikes occasionally seen with everything including the kitchen sink attached to them, usually rusted out, covered in filth, bric-a-brac, toys, and junk.
That was to differentiate them from "rat bikes" which were simply bikes not cleaned, polished, often wired together, duct taped and other unskilled repair.
Seems like the term got misused enough to get lost. On the east side, we were calling baggers baggers even then, but I suppose some called them garbage wagons in derisional sneer. But someone had to bring the beer, and none of us respected trikes, so....

69 is approaching fast. The only thing slowing me down is my wife's reluctance to have me gone for more than a day. I have nearly 46,000 on my 07 Ultra and just did a quick trip to Fort Worth in May. If I could, I'd be on a nationwide tour right now.
And I'm not in the best of health, but I'm still able to ride much as I want. How cool is that?
I turned 65 in June and retired. I am doing quite a bit of riding and really appreciate the opportunity. I rode down to ride the Talimena Trail between Arkansas and Oklahoma great views and plenty of twisties and sweepers. The weather was great and its nice to do these rides during the week when traffic is light and hotels are easy to get into. The two day trip was a little over 800 miles. The 2 year old Fatboy is approaching 38,000 miles.
My wife is younger than I am so she is still working. I call her my "Pension" and she calls me her "Inheritance."
