One thing you might want to think about if you dont mind messing up the flange. Is there room there to drill a series of small holes in the flange to possible get the portion that surrounds the screw to break away and then grab the screwhead with vice grips?

Just found this thread as I went to put a luggage rack on my rigid mount sissy bar and two of the four torx screw heads stripped trying to get them out. I tried using the easy out but the space is too tight to get the drill lined up for a good grip. Even tried a flexible drill extension with no luck.
Question on Kroil, will it loosen up Lock-Tite? When I put the sissy bar on I am thinking maybe I put too much lock-tite on which is really locking this thing up. The other two screws came out but were not easy to get out. At this point even my torx bit is starting to strip; good thing it has a lifetime guarantee.
A simple 15 minute job has turned into a weekend project.
