I believe "there is" is correct...
Police is a plural noun. Police force would be group noun based on above, but force is the noun and Police is the adjective in that case.

There are no flag police, and there is no flag police force.

We don't say the Police is hanging out at the donut shop.

Look. I didn't imply anything. I didn't write the article. If it is against the flag code, then it is. People do not enforce the flag code. Hell. I had a guy doing my yard pull my flag down, and lay it on the ground. He was 35 years old.

This is all food for thought, but it is funny to me how the snippet has sparked a grammar discussion. If you want to dishonor the flag code. That is your choice, but don't be bitching or hypocritical when someone else burns the flag.

I for one do not burn flags BTW. Although I did burn the flag that was put on the ground.

Flipping through the channels I came across a sitcom with an actor wearing an Army uniform with a reverse side flag patch on the left shoulder...I cringed.
