Since "Flag Police" is capitalized it refers to an entity, which is singular. If it was not capped it would be plural. There is no Flag Police, and there are no flag police.

It still is a Federal Law, as pointed out. Title 4 United States Code 1, and especially Section 7 and Section 8. That makes it law. However, there are no enforcement sections attached to 4 USC 1, meaning that even if someone was arrested for violating the law, tried and found guilty, there are no penalties.
Interestingly, if someone wears a flag patch there are only specific groups permitted to do so: 4USC1, Sect 8(j) states: However, a flag patch may be affixed to the uniform of military personnel, firemen, policemen, and members of patriotic organizations.
