I've got a 99 ultra classic when I turn the key on lights bright, fuel runs then goes out, green neutral light on, get a click when I try to start. I've checked terminals tight,corrosion free I can feel clicks at solenoid and on starter voltage is 8.5 on bikes gauge, but tester shows 11 when I turn ignition on its 10.5

What's your resting battery charge? Sounds like a bad battery to me. It should be about 12.8V or so. Not sure what voltages you were giving, but they sound low.
had a similar problem on my 05 EG Ultra and it turned out to be not a good connection. the connection was tight but over time there can be some build up between the connection and the battery. i had to undo the connection clean off the battery adn connector with a fine wire brush and have not had any trouble since. it all showed fine but wouldnt start it would click like yours, if I hooked up a charger and boosted it she would fire right up no trouble. if the connection or battery isnt strong enough to "whip" the engine around it wont start. Just a suggestion
How old is the battery? Sounds like you need a new one if your connections are all good.
You can try charging it and see if it starts, but you should get it checked to be sure. Anything under 12 volts definitely won't cut it.
How old is your battery? When was the last time bike started? Sounds like battery is down. It needs charging or changing depending on age and if it will hold a good charge. While messing with the battery --clean all terminals. Be careful around the battery it can damage you and your bike. If you are not tool handy---find someone that is. Being a battery thread all the nuts will come out for this. JMO
Check all the battery cables, especially the grounds.
There's a ground cable that bolts down on the inner side of the inner primary.
When my 2000 was new I had a "no crank" issue with the solenoid clicking and it took two tech's at the dealer almost 2 hours to find it.
