It's easy, the plate that the filter is mounted to has 4 holes drilled in it, one is centered and the outer cover attaches to it, then there are three holes drilled to attached the filter plate to the backing plate already attached to the bike.
These three holes are not drilled where they shold be, they are off centered and the holes do not line up to attach it to the backing plate.
No offense but they're drill off center enough you can see this just by looking at them.
Unless I missed something, somebody wasn't paying attention at HD or where ever they are made.
You did not say which you are asking about. It seems like it may be the Pro Billet.
If that is the case, the holes in the filter element plate are supposed to be staggered/"off centered". The standoffs coming out of the backplate are staggered also.
There are two ways it won't fit, and one way it will. Rotate the filter until all three line up.

Soory I see where it'd be confusing, holes are off set as they should be but the hole pattern on the backing plate is not the same as the air filter plate.
Filter plate holes are 3" center to center, backing plate is 2 1/4 and 2 1/2-2 1/2"

I get the air cleaner straightened out, I can then deal with the auto tune and it's wanting to be hooked up to the diagnostic port of the bike and the only thing I see that's close to that has different connectors.
Then the pipes, tank, and Trutrack.
I'm betting your out before I am.
