Is the "death wobble" still relevant to the Rushmore , and newer models such as M8s or is this only an issue with the previous ( pre 2014 ) frame designs.
The M8 and actually the new frame from 09 and up is not as susceptible. Wear and age will deteriorate the bushings over time so a high mileage/older 09 and later could have issues.

I have noticed a few times where I'm banking on a turn at a nice clip, i'll get a little sumptin sumptin feeling in the front end, but as soon as it starts, i'll back off on the throttle a bit

Absolutely. The 09 ups baggers are less prone compared to the earlier baggers due to the increased trail but with a loose chassis pretty much any bike can death wobble if loose enough. Even a Grom. The 09 ups can tolerate a little more looseness / misalignment / poor suspension than early ones.
