I've experienced this on wavey pavement. I had new balanced tires and ruled out neck bearing and ensured rear wheel spokes were tightened. I finally purchased steering stabilizer and bike rides smooth as glass.
There a number of things that can cause that. Your bike needs to be in top shape, with good tyres at the correct pressure and with no odd wear patterns, alignment correct, steering bearings adjusted just right - you get the picture!
However the most likely thing on a bare bike is you the rider. You are probably gripping the bars tight against the blast! The simplest thing is to buy a pair of foam earplugs and try again. The reduced noise levels you are being subjected to should enable you to relax more. They are the cheapest tuning aid available!
