Touring H-Ds have been limited to 116 over the years. Some CVOs at 126(per Cycle World). Don't know about cruisers.
My bikes like the 120R Street Bob are limited to 90 by me.
The 2017' and 2018 are limited. CVO's to 114 mph.

With the Speedo set at 90 mph at an actual 100 mph.
The result was it achieved an actual 115 mph with Stage 111 with the speedo showing 103.5 mph. It made no difference because there is not enough grunt in the engine to push it faster.
What are your before and after figment test speeds on the M8 107" and 114" with Dynojet,limit removed only.

I watched a 2107 CVO street glide being tuned hit the Rev limiter in 5th and 6th. The limiter was removed with the TTS software before the dyno tune was finished so full runs could be done.
I have got my stock M8 107 up to 100mph. That's plenty fast enough for me on a touring bike. An she still had more to give but I backed off.
If I wanted a rocket I sure as heck wouldnt have bought a 700-800lb harle touring bike. With that said again there fast enough for my needs as is.

Well I guess we'll all go ask the guys who sell the limit remover,if there is a limiter?
I believed there was one so I put my money on the Spedohealer which is designed to enable over reading ,Harley speedos to be corrected.It also allows the Speedo reading to be reduced by a percentage. I reduced the reading by 10% So please ask them to explain why the actual top speed was unchanged

Whilst it is quite usual for the partially informed to confuse the known rev limiter,with the invisible speed limiter subject,you should now enlighten yourself of the difference!

Followed by a 5th gear hit on the 5500 rev limiter,running at 129 mph, wow!
Don't understand the need to raise the rev limiter on the test bike or anything but a Stage 111 498 cam or equivalent,which generate maximum HP at 6000 rpm?

Thanks Jaime I will be ordering one. I dont hit triple digits all the time but when me and my buddies get together I like to open it up. I plan on buying the 107 outlaw kit and don't want to be limited. I just need to stop riding the S1000rr
There's damn sure a limiter. I've hit it in 5th. Bike is pulling like a freight train and bam....hits a wall and won't do ****. Would love to know what kind of top speed my bike could achieve but not gonna give up my warranty to find out.
MoCo has been installing vehicle speed limiters for a number of years. It is not always the exact same on every model but typically the following holds true.
2014 - 2016 Touring
RPM limiter is 5600 - 5900 RPM
VSS limter is 240 KPH or 149 MPH
2017 - 2018 Touring
RPM limiter is 5600 - 5900 RPM
VSS limter is 176 KPH or 110 MPH
Some models may be a little faster and some a little slower but this is where most are set by the MoCo.

No EPA doesn't care about this. It is most likely a tire rating or frame issue for stability at High speeds. One would start by checking the speed rating on the tire they (MoCo) supply as a first step.
