I know in the heavy duty diesel world the tool last used to calibrate sensors or change parameters id number is recorded when changes are made. this is done to be able to trace the tool should there be a problem. this technology has been around 20+ years. I would suspect that Harley could do the same thing with little difficulty. It would be nice to know for sure exactly how HD does things. As usual around here rumors and speculation will be the most abundant information on these forums.
your friend is talking about the Thundermax ECM replacement. while it does replace the stock ECM it is a job to re & re out. It also uses an 18mm bung v. the 12mm stock sensors.
Folks any dealer since 1978 (not just 10 years ago) can be fined $10K per event of tampering with anything to do with keeping the vehicle EPA compliant. EPA has only went after manufacturers deep pockets so far as they don't have the staff to go after all dealerships.
