It might be the exhaust, but my vote in on a crappy tune. That cam should be alright @ 10.5, the intake close @ 30 is very close to the S&S 475 & the Wood 222, the 222 is even later if I remember right, that's why the 222 is soft down low. I don't think whoever did the work is up to speed on the M8s, a 117 needs bigger than stock injectors, especially with that big of cam. The HP has pretty much leveled off @ 5K & it should still be increasing all the way to 6K. If you buy it you're going to have to spend some $$ to make it run right!

Weird dips with that cam, just seen S&S post on FB a chart for their M8 124 kit strange dip in that torque curve, but i suppose thats with stock injectors & tb

I would have liked more HP, but will try bigger injectors and throttle body and retune later. Not ready for ported heads yet, just put my motor back together.

Your injectors are not holding you back, the 5.5 are good to 125-130 HP, the TB may gain you a little, but the hold up on HP is the RS468. It's a good TQ cam as evidenced by those #s, but it won't flow enough for any more HP, either pick a better cam suited for the engine size or be happy with what you have & just shift at 5K, you'll still probably be able to beat guys with more HP anyway.
