No reason for doing this, the op doesn`t have any idea what the oil level was when he got the bike, but he was quick to start a rant about the oil being low...

Check the oil yourself...
I do.......I was surprised that at 500 miles, the engine would eat a quart.....
never an issue with EVO, TwinCam or Rushmore.......at least in my experience....
Same dipstick for my 98 EVO, 02 twinkie, and current 114 only thing funny is all those that find this some new thing?
First off the dipstick for a 98 evo and 02 twinkie were a plug in not a screw in.. Bottom is out of an 07 EGC. I don't think they added the upright grad until the started with the trikes.. Then the mechanics could figure out how to get them on the side stand.
So maybe it is some new thing? By harleys typical progress for sure..
