I had the same problem with in line fuel filters several years ago. When the gas got half way down in the tank it started to starve my carb bowl, also an S&S. The in line filter in conjunction with the stock petcock trying to feed my S&S B just wasn't making it. I pitched the filter and the problem went away. Just make sure the filter on your petcock isn't plugged. I later switched to a Pingle and no problems to date.

4. Run the fuel one around the front of the engine instead of between the head for a cold fuel charge
I have an 80 FLH and previously had a 72 FLH. I ran the 72 with no fuel filter, but my 80 developed some scale in the tank from sitting all winter that sometimes gets stirred up and restricts flow. I don't want to take it apart yet because it's riding time up here in NY and it only restricts flow once n a while. This one has a filter.
