i dont what to get into this /////// but we are talking about the same goverment that spent $1350 buck each for a regular claw hammers - and was using starret mics as C clamps holding clothes drying aboard ship
In vietnam we had canvas sand bags they were great and lasted a long time -- nope we cant use them any more so we changed every sand bag in the country any of the GIs were using for wait for it plastic that lasted 2 rain falls
the same goverment would be my guess
