The reason the 64937-00A doesn't fit is because the spacing of the two bolts on the fender rail is different and Harley does not make a bracket for the new spacing. Also, the bracket is supposed to fit underneath the fender rail but it won't work that way because the chrome part of the fender rail has a lip that fits over the steel frame. So the bracket fits over the fender rail.
Even so, the 64937-00A will mount. It has been secure for 4 years now with only two of three mounting bolts. It's very inconspicuous since it is chrome on chrome. Here is a picture:
I imagine it is the same for the left side toolbox but I can't mount that because of the true duals.

Did you use a spacer or anything to prevent the toolbox bracket from rubbing up against the chrome on the fender rail? It looks like it is setting a little back off of the rail in the photo.

No. The toolbox bracket is bolted directly to the chrome fender rail. It may look that way due to a shadow from the seat.
While installing new saddlebag guards and passenger footrest, I thought I would see if the toolbox would fit on a 2016.
They did redesign the saddlebags and no relocation mount was needed for the footrests so things are different from my 2006.
Unfortunately, it will not work with a foot peg or floorboard mount. It is hard to tell in the image, but there is about 1/2-3/4" space from the frame mount to where the tool box would mount. If just running solo, a spacer probably would do the trick.
Hopefully they will release a toolbox or mount for the 2016 as I think it looks bare and I really used it!
If I recall correctly, my toolbox bracket also had a space at the footboard/peg mount. I certainly don't remember how much. But, there should be enough flex in the bracket to push it up against the frame and bolt it in. It may cause a slight angle in the toolbox but it isn't noticeable.
Don't hold your breath for them to release a bracket or toolbox that works with your 2016. They haven't yet for the 2012.
Out of all of the models, I think the Heritage call for a toolbox so it is surprising to learn even the 2012 does not have one!
I agree. Reality says that there is no way to keep up with what parts will no longer fit with every redesign on every model. They have more important things to focus on.
